The plugin to view HEVC or HEIC on windows 10 , just download the zip and unzip and make sure you have first you need to turn on Developer Mode in the Windows Settings. Otherwise you are not able to install this type of apps. Just open Windows Settings and search for "developer mode". Then simply double-click .appxbundle files are installers.
